New York Smart Home Grant Program

Governor Andrew M. Cuomo and U.S. Housing and Urban Development (HUD) Secretary Shaun Donovan today announced Federal approval of New York State’s Recovery Action Plan to help struggling homeowners and businesses following Superstorm Sandy.  

The Mayor of the Village of Island Park, James Ruzicka, had the following comment:  

“In the wake of the worst storm to hit the Village of Island Park in years, our residents and businesses are in great need of Federal assistance. Governor Cuomo’s proposal – approved today – for a coordinated New York recovery from Superstorm Sandy is both comprehensive and will allow communities to take charge of their own efforts.  This aid will not only help us rebuild quickly, but to build better with the next big storm in mind.  Today’s Federal approval rightly recognizes the strength of Governor Cuomo’s proposal and now, the next big step of our recovery can begin.”


Mangano Opens Centers for Superstorm Sandy Victims to Complete Pre-Registration Process

Mineola, NY – Nassau County Executive Edward P. Mangano  announced the implementation of three New York State programs, administered by Nassau County, to assist homeowners and business owners that were impacted by Superstorm Sandy.  The implementation of these programs is moving forward with the understanding that funds, although approved by the United States Congress, are still not yet available and details of the programs are still being developed and may change before a final version of the programs are released.  

“Working with Governor Cuomo and his staff, we are pleased to launch a pre-registration assistance to prepare residents to apply for vital recovery programs,” said County Executive Mangano.  “I encourage all of the residents and business owners eligible for Sandy recovery programs to visit the website and to stop by one of the Disaster Recovery Centers this Saturday to complete the pre-application process.”

All residents are encouraged to visit www.NYSANDYHELP.NY.gov to begin the pre-application process.  New York State and Nassau County are also manning Disaster Recovery Centers to assist applicants from 10:00 a.m. to 6:00 p.m. on Saturday at 127 Long Beach Road, Island Park, NY   Island Park Rail Road Station behind the Bank of America.

 NEW YORK STATE PROGRAMS:

 RESIDENTIAL:  Grants from up to $50,000 to $100,000 or more if justified, are available to residential home owners or rental property owners (under four rental units. More than four units have a separate program) who suffered a structural loss. This money will be above and beyond what FEMA and Insurance coverage has allowed (if the claimed funds were not enough to cover the extent of damage). The homeowner must register for a pre-application. A case worker will be assigned to each homeowner, licensed contractors (or if necessary architects or engineers) will be bid by the homeowner and the successful contractor will be paid directly by Nassau County when the homeowner signs-off on the completed project. Homeowners that have spent their own funds to make up a shortfall difference from FEMA or their insurance coverage are also eligible to participate in the program. Contracts, receipts, cancelled checks and all applicable documents must be made available as proof of expended funds. A program is also available to purchase destroyed homes at fair market value.

BUSINESS: Grants from up to $50,000 to $100,000 or more if justified, are available to business owners who suffered a loss. A 2% (or less) seven (7) year loan for up to $1,000,000 is also available. These funds are above and beyond FEMA, Insurance or SBA funds. The business owner must register for a pre-application. A case worker will be assigned to each business owner, licensed contractors (or if necessary architects or engineers) will be bid by the business owner and the successful contractor will be paid directly by Nassau County when the business owner signs-off on the completed project. There are also special grants available for Fishing Industry and Seasonal Business owners.
